Bear McCreary writes about scoring Escape Velocity:

While each episode is exciting on its own, the first quarter of Season 4 is essentially laying the groundwork for bigger events down the line. As a result, Escape Velocity is a bit of an odd episode. So much of it is setting up future storylines that the episode itself is paced slower and more deliberately than most.

This is just a roundabout way of saying that the first half of the season isn't very good. Or as good as it could be.

I think that there are other shows (LOST) that are better at "laying the groundwork". The result: the setups are just as interesting as the payoffs.

I feel like I shouldn't have to wait until the payoffs to be entertained.
